No, portable air conditioners and portable air coolers are not the same. Air coolers use water and evaporation to cool like a swamp cooler. Only the direct air stream is cooled by 10 to 15 degrees, not including ambient air. Portable air conditioners also use a compressor and Freon to cool, keep humidity levels low, and are much more effective than air coolers.
