Are police officers legally allowed to arrest a person inside their home in FL or CA?

Yes, with a properly executed arrest warrant. In CA (I can’t speak for FL) where the police want to make an arrest in home but the DA is moving slowly they can answer out what is called a Ramey warrant, get a judge’s signature and kick in your door without the DA knowing anything about it. A Ramey warrant permits an arrest but not a search inside the home.
