Knowledge of schedule, isolated from the understanding of technical maturity (maturity of the technical baseline) at a point in time, is not viewed as good systems engineering or program management. Schedule is no more malleable than maturity of the technical baseline, hence the emphasis (and policy) for event-based technical reviews.
