Yes, patients have the right to a copy of their medical records. The following Kansas statute describes the costs the provider can charge for the records. A dentist refusing to provide these records is against the public health statutes, and could be seen as an issue with the dental board, since, denying them their records could delay their treatment by another dentist. The term “shall” means the records have to be provided to the patient.
