Gas stations are private property. Parking lots could be either. For law enforcement purposes any lot that is opened to the public, but owned by a business can have all laws enforced by the police, with a request from the property owner, or with a request from police and permission granted by the property owner. That is the case with most lots like Wal Mart, Target, and shopping malls.
