The association’s documents will have definitions of owner controlled areas, common and limited common areas. The documents will also contain and further go on to define the maintenance responsibilities of the association and the unit owners. Therein, should be your answer to your question.

I don’t see how they could be. When we lived in an HOA, our “unit” was a separate house and yard obviously not common area, open to use by all residents like a pool or a play yard. Even if the “unit” you purchased is an apartment in a high rise building neither windows or doors are open to other residents. However if an exterior window on the 4th floor could only be repaired from the outside I would think that the CC&Rs would address that possibility since although it is not a common area it would be unreasonable to expect an owner to be able to get it fixed themselves.
