Are Open Access journals and books built on the premise that they are “free”?

The premise of free access means that anyone with Internet access can read, share and reproduce Open Access works. Open Access assumes that research should be accessible to readers without barriers. Therefore, the costs involved in editing, refereeing, producing and distributing a journal are expected to be managed through a business model other than the traditional payment models required to gain access to the content.
