Are non-State operational procedures (e.g. PANSOPS specific airlines approach or missed approach procedure which deviate from the State procedure) under the scope of the ADQ IR?

The general understanding is that because these procedures are not published in a State AIP they would be outside the scope of the ADQ IR. It is up to the NSA to ensure that such procedures are designed with appropriate quality processes based on different regulations.
