Are no-smoking policies difficult to enforce?
No. A no-smoking policy is just like any other policy or rule. Existing tenants who smoke will be grandfathered, meaning they will be permitted to continue smoking in their units for as long as they choose to live there. New tenants signing new leases will enter into their agreements fully aware (and likely fully supportive) of the policy. Prospective tenants who do not like the policy have the choice to seek accommodation elsewhere. Plus, enforcing a no-smoking policy will likely be a lot less time consuming than mediating disputes between smokers and non-smokers when there is no policy in place.
