Are Nitrous Oxide chargers banned on airplanes?

I find no mention of nitrous oxide specifically in any TSA or FAA web page. There are multiple references to compressed gases being forbidden. That is usually in the context of flammable or disabling gases, though. Other cylinders, such as for self inflating life vests and gas cartridges in artificial limbs are allowed, but only in very limited quantities. I think this is a question that you need to have cleared up by the TSA directly, AND probably by the airline on which you are flying. You can contact the TSA at: TSA- ContactCenter@dhs.gov or call 1-866-289-9673. My feeling is that the allowance, if these are permitted at all, will only be a few units, not 100. So, make some plans to find a supplier in Portugal. Good luck.
