LAs were asked to choose schools that reflected the range and proportion of schools in the area and the current range of provision. This included a selection of primary, secondary, special schools and pupil referral units (PRUs) that when taken together, represent the overall percentage of pupils identified with special educational needs (SEN). Schools were chosen that represented the range of types of schools in the area, including academies. Schools facing challenging circumstances e.g. National Challenge, could be included provided the LA felt they had the capacity to take the project on.
