Federal statute does not authorize military personnel to participate in a personnel detail through the IT Exchange Program; however, DoD Components may use the authority provided in DoDD 1322.6, Fellowships, Scholarships, Training with Industry (TWI), and Grants for DoD Personnel, to establish similar professional development opportunities for their military members.
