Students are under-served or under-represented if they do not enjoy a full day of learning time with culturally, linguistically, and developmentally relevant curriculum strategies delivered by qualified staff in adequate structures. The result of being under-served is that these students do not perform at appropriate levels on Statewide Assessments and do not participate in supplementary extracurricular activities provided by schools or communities.
