Are medications for high blood pressure and cholesterol testing/medications allowable expenses?
No. Delivery of direct services is not within the scope of this announcement. Direct services includes any service that requires a payment; for example, paying for a mammogram, paying for a community health worker to go into a home and deliver a service, paying for an individual to receive the diabetes prevention program, paying for someone to participate in a smoking cessation program. The distinction between “high impact clinical preventive services” and “direct services” is not clear. Can funds be used to support screening for high blood pressure, high cholesterol, or cancer? Or must all funds be used for promotion, and education of professionals and public? Are community-based health promotion services considered direct services? Awardees that work on the “High Impact Clinical and Other Preventive Services” Strategic Direction will implement policies and systems to improve delivery of these services and establish outreach systems and protocols to increase use of these services.
