Are local councils required to develop an EAPS?
Local councils are required to develop access and equity initiatives targeting people from culturally and linguistically diverse backgrounds and report on progress in implementing these in their annual reports. This is in line with other public sector agencies that are required to report on progress in implementing the NSW Government’s Principles of Multiculturalism through the EAPS program. Section 402 of the Local Government Act 1993 requires councils to prepare a draft management plan with respect to the council’s activities for the next three years. The Local Government (General) Amendment Regulation 1999 requires local councils to include in their draft management plan the proposed access and equity activities to meet the needs of residents.
