Are local and regional companies trucking goods into Iraq?
In accordance with Orders No. 38 and 54 as amended by Order No. 70 ( www.iraqcoalition.org/regulations/index.html#Orders), the government of Iraq collects a 5% reconstruction levy on the total taxable customs value of all goods imported into Iraq from all countries on April 15, 2004. The levy is set to expire on September 19, 2005. Exceptions to the levy are food, medicines, clothing, books, humanitarian goods, Coalition forces, reconstruction contractors, NGOs, international organizations, diplomats and Coalition governments; and goods imported under the Oil-for-Food contracts.
