No, the supplier is not able to modify the routing list for a request coming in from another borrower. For example, a patron at Library A puts in a request. Library A has a preferred routing list, starting with Library B, then C then D… If Library B receives the request but cannot fill it, it should automatically go to Library C and Library B will not be allowed to modify this.
