Yes. Non-participating jurisdictions are eligible for planning grants under the HMGP. Because of the post-disaster aspect of HMGP, FEMA wants to provide an opportunity to encourage sound mitigation planning, which may in turn serve to motivate non-participating jurisdictions to participate in the NFIP. Up to 7% of the total disaster HMGP funds may be used for State and local planning activities.
