On December 15, OMB modified the guidance and is now requiring jobs to be calculated for the reporting quarter only. It should reflect the total number of jobs hours worked divided by the number of hours in a full time schedule for the quarter. The updated calculation guidance is available in OMB Memoranda 10-08 (pdf).
