Are IP Claimants notified when a matching pre-registration request is submitted to the registry?

No. The Registry will only notify IP Claimants at the completion of the random selection process to let them know how was allocated the domain name for which they submitted an IP claim (which may of course be themselves). It will not notify an IP Claimant of the matching applications received prior to name processing.
