Are international students invited to apply?
Absolutely. The U.S. State Department has a great website that lays out the process an international student must go through to enter our country. The website is http://travel.state.gov/visa/temp/types/types_1268.html. Part of the process is to be interviewed by a Consular Official, so it would be wise to make that appointment as soon as possible.
