Are instructions and all information for use accessible to and independently usable by persons with vision impairments?
This question is based on section 4.34.5 of the Americans with Disabilities Act Standards for Accessible Design, 28 C.F.R. pt. 36, Appendix A (ADA Standards). These design standards apply to public accommodations and commercial facilities under title III of the Americans with Disabilities Act, 42 U.S.C. ยง 12182, et seq., and do not directly apply to federal facilities. However, section 4.34.5 is part of the ADA Standards which relates directly to the design and construction of automated teller machines (ATMs), a common type of ITM. Furthermore, the Access Board has proposed amending the standards that apply to federal facilities — the Architectural Barriers Act Guidelines — to include this requirement. A “no” answer to this question would indicate that the ITM presents barriers to access to people with vision impairments.
