Yes, once an application has been laid open for public inspection, anyone can file a written request for file inspection, together with a cheque, with one of the four filing offices in India (Mumbai, New Delhi, Chennai, Kolkata). It is very useful to know which office granted a patent and to request a file history from that office (see also “India has four filing offices. Which one should I file with?”) India does not currently offer online file inspection. If this does not answer your question, please specify your request.
