Are IHEs permitted to propose more than one grant opportunity?
There is no regulation that would prohibit an individual institution of higher education (IHE) from submitting an application even if the larger university system IHE also elects to submit an application that would include the individual IHE. However, the Department of Education cannot provide funding for duplicative services. Accordingly, if two applications requesting funding for services for one campus both end up being in the potential funding range, Department staff will carefully review the proposed project plans and budgets for both applications and will make any necessary reductions needed to ensure that no duplicative services are being provided with the funds requested. Budget cuts would be made in association with any changes required at that time. Further, if an individual IHE wishes to submit two applications there is no explicit regulation that would prohibit them from doing so.
