Are human rights a new focus area for UNDP?
Yes and no. It is a new focus area in the sense that there will be a special global sub-programme to help strengthen human rights as part of UNDPs governance programme. Overall, human rights should be considered when planning or implementing any of UNDPs activities and should be viewed as an integral element of the SHD concept. Question 9: Will UNDP devote increased resources to human rights programmes? Answer: Governance activities are expanding as a share of the UNDPs total programme and in that growth process it is probable that, in response to government requests, there will be an increase in activities directly addressing human rights. There will also be a Global Sub-Programme for Human Rights Strengthening (HURIS) which will encourage programmes that focus on human rights issues.
