Are HOA assessments being paid on homes that are vacant or in Foreclosure?

Not in all cases. However, as soon as a homeowner stops paying their assessment for any reason a lien is automatically placed on their home. Florida law provides that the lien stays with the land and therefore when the home is sold to a new owner, the past due assessments, late fees, interest, and legal fees must be paid to the HOA before closing.
