Due to the many questions we have received from applicants regarding the request to have states report historic expenditures on HIE, we have removed that requirement for the letter of intent due Friday, September 11, 2009. As such, we have also removed the 10% needs assessment factor from the funding formula, which would have been informed by the collection of historic expenditures. The 10% set aside is now combined with the overall funding pool for distribution based on the four other equity factors noted in the FOA. We have updated the originally posted FOA on grants.gov and on our website at www.healthit.hhs.gov. Changes can be noted on pages 35 or 36 (depending on view) and 56 or 57 of the funding announcement. B8.
