They are not illegal on street vehicles, but they should be. They are meant to protect against brush damage when off-roading. On the streets, they are people-killers. Brush guards will ensure that any pedestrian you hit does not fold over the hood as designed, but will have bones shattered at each and every crossbar on the guard. They also do a lot more damage to vehicles and their passengers in collisions because of the amount of metal that is coming at head height. Not only that, but in a crash, the brush guard delays the reaction of the air bag sensors, making it more dangerous for the driver.
