Police seized and impounded cars can be anything from junkers to expensive luxury cars used by drug dealers. for the most part , they are reliable, just remember they were working when they were taken(seized), but you can buy a brand new car off the lot & have problems with it, low chance of it happening, but nothing man made is guaranteed.
