For general aviation operators and pilots, the FAA approved resumption of general aviation Instrument Flight Rules (IFR) flights. However, those flights may not fly within 25 nautical miles of New York City and Washington, DC. Those restrictions will be kept in place until further notice as officials continue to assess the recovery situation in those cities. Pilots operating under Part 91 of the Federal Aviation Regulations must be instrument-rated, file an IFR flight plan and receive a clearance before departure. Flights under Visual Flight Rules (VFR) have not been authorized to fly. Known airline status as of 2:30 p.m. on September 18, 2001 (subject to change) – Please refer to the individual airlines’ Web sites for additional flight schedule status. Air Canada plans to operate all of its three scheduled flights.
