Yes, local governments require permits before doing any kind of business. Franchisees are required to secure the necessary permits on their own. Rover Bikes are usually required to secure a “peddler’s permit” for one year which usually ranges from Php200 to Php800 depending on the municipality. Retail establishments within malls are usually required to obtain a business license and Mayor’s permit which are dependent upon gross sales of the outlet.
