Are foreign exchange students counted the same as regular students for ADM purposes?
Yes, if they are enrolled in legitimate foreign exchange programs. Any such foreign exchange student (i.e., those for whom a district receives state school fund dollars and is treated as a regular resident student) must also take the statewide assessments appropriate for the student’s enrolled grade.
