Are federal fishing permits issued to people or vessels? What about state permits?
Federal fishing permits are issued to vessels. State fishing permits are issued to individuals or corporations. Thus a federally permitted vessel landing in Massachusetts will have two permits, one federal permit issued to the vessel, and a state permit issued either to the individual/corporation which operates or is responsible for the vessel.
