Enduro is a type of bike sport. Enduro bikes are a type of bike. In the past some have certainly been type approved and road legal. Some may be now. If they are road legal from stock they will be sold with registration and tax from new. If a bike is not road legal then it would need to be put through the Single Vehicle Approval system and an MOT to get it registered for the road and tax and insurance can then in theory be bought. Insurance can be difficult to impossible on a modified not normally legal bike as when you try it with an insurer they have nothing to price it at as it is notin their lists.
