Yes and no. Multiple licenses are allowed as long as at least one of them is a business friendly open-source license. This could mean an LGPL’d tool that could also be sold commercially or with commercial modification-allowed alternate licenses. This does not mean that a project can have a dual GPL and commercial license. The GPL, while free/open-source, is not a business-friendly license. While a commercial license is certainly business-friendly, but not free/open-source. It’s a fine line.
