A. Yes. These documents are required by 10 CFR 63.21 and 10 CFR 63.78. Section 1.4 of the Yucca Mountain Review Plan describes NRC’s review of DOE’s commitment to meeting the MC&A program requirements, including those related to material balances, physical inventories and record-keeping associated with the receipt, inventory, location, disposal, acquisition, and transfer of HLW and SNF. Section 1.1.2 of the Plan describes NRC’s review of how DOE will satisfy MC&A requirements in situations where it is unable to inspect the contents of waste disposal containers.
