Are documents related to lock-out/tag-out and status labeling of equipment subject to test and inspection required to be included in the LSN?
A. Yes. DOE is required by 10 CFR 63.142 to have a program to indicate the operating status of structures, systems, and components to prevent their inadvertent operation. Equipment subject to test and inspection are to be marked with their status to ensure that inspections and tests are not bypassed. Requirements for indicating inspection, test, and operating status of SSCs are described in Section 2.5.1.3 Acceptance Criterion 14 of the Yucca Mountain Review Plan.
