Yes. Such retreats are included under the new travel restrictions. However, reimbursement for lunch provided at a retreat is authorized if it is necessary that employees stay at the retreat site during lunch. Refreshments for breaks may also be served if it is required that employees remain at the retreat site. The cost for lunch or refreshments at retreats must comply with the federal per diem rates for meal reimbursement.
