In general, the base rates are intended to be the same for all sites regardless of the distance of the transmission or the remoteness of the site. There are some situations, primarily in K-12 school districts, where some adjustments have been made. These adjustments pertain to volume discounts given when a number of schools in the same school district are connected to the Highway or when a school district is using the majority of it’s video hours to transmit courses to other school districts. In the latter case, the costs for the teacher and the development of the course material have been borne by the transmitting school district.
