A. Yes. During and after construction but before receiving a license to receive and possess waste, DOE must update its application and supplement its EIS with any available information bearing on the conformance of the construction of structures, systems, and components with the design. In addition, a performance confirmation program is required by 10 CFR 63.21 and 10 CFR 63 Subpart F. Plans and procedures to conduct such a program need to be included in the LSN. Section 2.4 of the Yucca Mountain Review Plan describes the design testing and confirmation information required by NRC.
