Depends on the crosses, as the Roman Empire left them there as reminders to those who would think about going against their authority, as part of psychological warfare against it’s own people. But in this modern era, it can be used as Memorials for those who died in many different ways.

As far as I know, all crosses have religious meaning representative of Christ and His death on the cross.
