Yes. Senate Bill 103, signed into law by Governor Rick Perry on June 8, 2007, prohibits youth from being committed to TYC for misdemeanor offenses. In addition, the bill requires youth to be released from TYC’s jurisdiction prior to their 19th birthdays.
