No. CHAND and BCBSND are two separate companies. The North Dakota Legislature created the Comprehensive Health Association of North Dakota (CHAND) in 1981. BCBSND provides administrative services to CHAND through a Lead Carrier agreement. The state of North Dakota and its Board of Directors govern the CHAND program and its administration.
