In cultures where breasts are exposed, the men become desensitized to the sight of bare breasts, so they do not walk around aroused all the time. They are still quite capable of becoming aroused in other ways. Regarding intelligence, the western world has no monopoly on it. There IS intelligent life in third world countries – they only lack education and resources, not reasoning power.
