Are biogas projects in Sweden eligable for JI-funding?

In Sweden, there are a number of projects looking into the potential of producing biogas from cow manure for either electricity production or vehicle fuel (biomethane). In the case of biomethane, CO2 is reduced by 180% according to the WtW-study by CONCAWE/EUCAR/JRC. Are projects like these eligable for JI-funding? Any ideas on this topic would be very appreciated.
