Are Big Stone II construction cost estimates reasonable?
Big Stone II cost estimates were developed in 2005 and refreshed in 2006. The project used a cost allocation formula developed by the Electric Power Research Institute a formula that has been found to be highly reliable by other construction projects. A cost escalation factor of 6% has been applied to project costs. That factor is an average of all costs acknowledging that some costs will increase, some will decrease compared to original estimates.
