Are bicyclists and skaters in New York City required to wear helmets?
All bicycle drivers, as well as in-line skaters, under the age of 14 are required by New York State law to wear a helmet when bicycling and skating. The helmet must meet the standards of the American National Standards Institute (ANSI) or the Snell Memorial Foundation, and should be worn securely fastened on the head with helmet straps. Although not required by law, skaters and skateboarders should always wear protective gear such as elbow and knee pads and wrist guards. In New York City, only persons under age 12 may ride their bikes on the sidewalk.
