For Active items: No. Buyers/visitors will be able to tell through the offer history link on View item that Best Offers were made on an item and the status of the offer (expired, declined, retracted) but they will not be able to see the offer amount. For Closed Items: After an item closes, buyers will be able to see all other offer prices.
