The recently passed legislation creating the Department of Homeland Security [DHS] is probably the single most significant legislation passed in our lifetimes. Certainly, its significance is unsurpassed when it comes to the character of our immigration administration. It is quite noteworthy how the Immigration and Naturalization Service is singled out in the DHS bill. But it is open to debate as to whether these changes will actually improve the administration and enforcement of our immigration laws, going to the very heart of our national security. I would have to estimate that nearly ninety percent of our terrorism problem can be blamed on our immigration policies and those who are supposedly sworn to enforce the immigration law.
