Percentile bases are determined for study sections, and there is not a separate percentile base for ESIs, NIs, or established investigators. There is also a CSR-all base that will be used for percentiling Special Emphasis Panels (SEPs), or in some instances, Institutes/Centers may have their own base for percentiling SEPs reviewed in their respective Institute/Center.
